Allow AND functionality for Permissions (if this AND this show/do this)

Would like to recommend expanding the functionality of our permissions by allowing it to handle AND instructions.  For example:

If attendee has THIS ribbon/tag AND THIS ribbon/tag, show/do/display(or not) THIS

This would allow Pathable to be more nimble with permissions.  Sometimes things change with event parameters and what was planned on (we wanted to show this track to this set of attendees) changes.  If there's an existing registration feed with tags/ribbons being imported, it can be very difficult to back-track to create a third ribbon/tag that covers the "THIS AND" combining of two ribbons/tags, especially if it's close to the live event dates.
