TWO-FER: Include Polls question responses to "99 Character Limit" warning, and character counter for polls function

In the Polls function, Poll questions longer than 99 questions return an error message, "Warning / Name cannot exceed 99 characters". This 99 character limit also applies to the poll answers, which should be conveyed in the warning message.

We feel this should be a fairly easy change to make, one that would reduce questions asked and result in better efficiency for users of the polling function. 

Secondly: unless the poll question writer is using a word processor with a character counting function, there's no way in the platform to determine the character length of their entry. A simple character countdown tracker would be highly beneficial here.
